Instructions
- Preheat oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
- In a bowl, whisk together flour, cocoa powder, baking powder, sugar, and salt.
- In another bowl, beat eggs, milk, oil, and vanilla until smooth.
- Gradually combine wet ingredients with dry ingredients; mix gently until just combined.
- Pour batter evenly into prepared pans and bake for 25-30 minutes or until a toothpick comes out clean.
- Let cakes cool in pans for 10 minutes before transferring to wire racks.
- Whip heavy cream with powdered sugar until soft peaks form.
- Assemble the cake by layering one cake on a plate, adding half the whipped filling, topping with the second layer, and finishing with remaining filling and optional chocolate chips.
